As a character, Bulla is pretty straight-forward. Aside from being half-saiyan, she's just your average teenager. You see, unlike Trunks, she wasn't pushed to train and grow stronger in that way. It seems she's had some training, but it's pretty obvious she's not a fighter, and isn't interested in being one. Adventure? Training? Brawls? Yeah no, she'll leave that stuff to the others, while she goes shopping.
Normally, she's pretty cheerful and easy to please. She likes spending time with her dad, going shopping, looking cute, critiquing other's fashion sense...you know, stuff like that. In addition to that, she seems to be pretty laid back, and her dad freaking out and ripping some guys' steering wheel off their car had no affect on her. She just smiled and waved at them, apologizing with the excuse 'dad was grumpy'. So yeah, not much seems to faze her, and she has a pretty positive outlook on things!
Though when her buttons get pushed, be prepared for some attitude. Because she sure can get spunky when she wants to be! When Gohan--under Baby's control--attacks them in GT, she doesn't cower or back down in fear. No, she marches right up and tells him like it is.Until Vegeta steps in and tosses her twenty feet in the air. She's not afraid of someone who is more skilled than her, when most people should be. She's practically fearless, a trait she probably picked up on her father. (It's been noted that she gets a lot of her personality from Vegeta.) Throughout GT, she doesn't seem to show as much fear and common-sense as she probably should. When Chi-chi and Videl go off to fight baddies, does she try to stop them? Nope! She follows them to watch, even though she could end up getting in harms way. Yeahh not the best plan.
Really, Bulla is a teenager at heart: Spunky and cheerful, and she's not afraid to speak her mind. She even has a love of shopping, to boot!

+ She has high endurance, if getting chucked in the air and landing without a scratch is any indication.
- That no fear? Yeah, that's a double-edged sword. Because she often doesn't see a threat when she should. It could also get her into some pretty sticky situations.
- While she has Saiyan potential, she doesn't seem to be interested in pursuing it. Which means she's basically just a teenage girl.
- She won't stop people if they go do something stupid and/or embarrassing. She'll stand by and watch. With this look on her face, too.
